It's rating may not be that good, but the gameplay will surely satisfy you.
Gameplay:

The good:
Moving around with a car and destroying other cars is fun. There are also now deathtraps and one or two bosses in every level, unlike in past twisted metal games.
The bad:
Minor bad things, sometimes controls can make you get angry.
Graphics:

The good:
The graphics are like the past twisted metal games. Your cars are detailed and so are the background.
The bad:
Attacks are not detailed. A homing missile launches and it's just a white-purple ball flying following the enemy. Also as you bump onto walls, it seems that you see inside the wall.
Sound:

The good:
They know when to make sounds when they have to.
The bad:
The sounds are not too "real", actually, the sounds don't even sound like that in real life. When you launch missiles, it sounds awful and therefore brings it to six.
Value:

The good:
It is long enough to be a game like twisted metal.
The bad:
Well, as you know, it is not long enough to be a great game.
Conclusion:
So, it is so far, as I have played, it is the best in series, or twisted metal 2. It is a really good game, if you care about the gameplay, as it is the most important quality, then you will enjoy it. I say, this game rocks.
