This game has its faults, but if you look past those faults it is a decent game.

True Crime: New York City may be a rip off of GTA just like Streets of LA, but that game did really well. So what is it about the game that bothers people. Well in my opinion I found the story pretty compelling and the gameplay and level design well done, but aside from that its how this was put together that causes the problems. If you look at the glitches and model flaws there are many things to say that give this title a bad name, but I myself had not experienced many game-stopping glitches. To be honest, I had more problems with Streets of LA than I did with this game.
Overall the game scores in gameplay, looks, story, level development, and the inventory of cars and weapons, but lacked testing and bug correction.
I'd have to say even though this game had great potential, but didn't live up to it; it still was very enjoyable. So I'll be kind and give it a good rating.
