It's quite difficult to get a lot. But if you've got a steady economy (And an educated people), build a few banks and set it to Slush Money. It'll give you money into your Swiss account.
Another way for early-games is to find some ruins (Some maps have them, some don't) and make it an excavation site. (Select it, and upgrade it into an excavation site)

Another way is to build a childhood museum and set it to retirement fund. Not a great money maker but a good way to get some funds.

Use multiple sources of income for your swiss bank account. You should at first use edict's like Building Permit's to generate a slow but steady income with all new constructions, then you should use some beginner buildings like the Childhood Museum (Make sure it's set to retirement fund). From here you should focus on building a fairly large economy, particularly in industy, then create many banks to slush money into your account (Again, make sure it's set to slush fund).
Lastly, be on the look out for ruins, or special events that can add to your account. Good luck El Presidente!
