How viable is an all focus mage on Veteran?

In terms of damage, all focus is totally fine, as most of the damage you'll be doing will be elemental. However, without sufficient points put into vitality, I have two words for you: glass cannon.

Right well how many points in Vit do you think would be smart? I thought I read somewhere that mages will get stomped if they get hit by certain mobs late game regardless of how much vit just because their armor isn't that strong

Forget armour and health. The later is handled too poorly by Vitality - I have a green item which gives me +400 HP
and it's from Act 2 (or maybe early 3), the former just scales too poorly in general. You only ever need to put points into Vitality if you're using a shield for the block chance. Even then you don't really have to, but it would let you avoid more damage. But if you ever find this one:
http://torchlight2armory.com/item?i=-4348053031342490004Hold on to it. You can easily hit 50+% block chance without ever putting any points into Vit. And unless you're aiming for 75% at all costs (no real reason on Veteran, tho) you can just keep it that way.
Focus is better in all conceivable ways, though - as I said, forget armour - it's useless, really. You need damage reduction rather than flat decrease of damage. Also, as an Emage you have the tools of keeping the baddies from chewing on you - Ice Prison, Frozen Fate, Frost Phase, and just plain old "kill it before it gets close". While health
is useful, the amount you'll get from Vitality is hardly worth the investment - it's 4 HP per point, while you will be bathing in gems and items which give you bonus HP in the triple digits. I think you only need to invest into Vitality if you use a shield and you play on Elite or Hardcore. Even then, it's not a strict requirement, depending on the build and the resources available.

not viable. shields may block direct blows but do not block indirect blows such as elemental damage which can kill you very fast especially in act 3. you will end up swallowing lots of potions which is not a big deal but there are times when a potion will not be able to beat the health loss rate on top of getting attacked at the same time.
anyway if you invest in your attributes well, you can easily find items that will boost your focus a lot. i have items that adds 20 to 60+ focus. you should be able to find some decent 20+ focus items in act 2. my embermage was wearing a full exorcist set in act 2 getting 160+ focus and 80+ vitality without attribute bonus enchantments on the items. now wearing a full aristocrat set at lvl 57 having 183 (32+151) str, 77 (55+22) dex, 368 (143+225) focus and 126 (90+36) vit. the base attribute is the first number in the bracket and the second number is the attribute boost of the armour.

Any old spec is viable on Veteran, it's piss easy.
Play on Elite, seriously. I got a level 100 Mage on Elite and I rarely die, and I have only very few points in Vitality.
