Is it affected by weapon DPS or bonuses? Or is it just the straight damage as specified in the tooltip?

Focus will be your key stat when using glaive throw. And also, some, if not most weapons use a half and half deal. Half physical or ranged, and half elemental damage. So it really is worth investing in focus, especially since you are an outlander. If you can get a mod to jack up your dex to about 330-400, then do so since it will effect criting as well. But that's only my advice.

I have a couple of +20% critical damage gems socketed in my bow, are they doing anything?

Strength, to the best of my knowledge handled critical damage. But sure, they'll help too, I think.

Glaive Throw ignores your weapon dps, as the tool tip clearly states. Only Focus and +X% Poison damage boost it.
As for your crit damage gems, how much crit chance do you have? If it is very low (say less than 10%), I'd remove those gems.

Crit chance is 31% base, 53% with full charge and Share the Wealth. What kind of gems would you recommend?
