Is this an offshoot of limiting city access to certain animal classes? If so, what other weird 'quirks' does this game have? Any tips?

In short, this is a deliberate design choice and as you play the game you will see why, every animal has its pro and con, and gameplay style. Small animals have access to shortcuts and high walkways while large animals don't, which is more beneficial for stealth play. Large animals such as the kangaroo do not need these walkways as with a bit of skill you can fight your way across the map. If you know what you're doing you can survive to 100 years with the pomeranian or the kangaroo, that's what's so good about this game.

The reason why is just because of the way the maps are designed. If large animals could access those places, it would look strange because they are not designed to fit. Kangaroos are large animals, so they use the large map.
