How many floors do you need in your tower before a private eye can be built?

I have 55 floors, and am able to build 15 of the 16 service floors, and i know what the last one is. and i am wondering how many floors i need to have to be able to build the private eye

Its just luck. my friend built a private eye with only 13 floors and i built one with 92 floors.

Altogether I have 146 floors and that is 54 residential and 18 floors of each of the outlets. I'm pretty sure ut doesnt matter how many floors u have its just random. Check Ur demand levels in Ur stats and maybe make other floors and wait till the demand for a service floor is needed.

Its pure luck when random, but with the new update you can choose to get it any time with an extra bux fee
