Should i do should i do all the king's men or the unforgiven quests?

I believe your friend is slightly incorrect. As I understand it, The Unforgiven is basically the ending quest of the chapter and includes a point of no return. Since you finished "Lock and Key" to get the Unforgiven, you should be able to finish All the King's Med by talking to Radovid, and then do The Unforgiven (but finish all other open quests you can finish in this chapter first).
