Headhunter?

I accidently aggro'd a town guard in Vizima, second act, outside of Kaulksteins house. He decided I needed to die, and wasnt up to the task. Afterwards leaving ANY house and comming outside spawned a man called the Headhunter.

I have the option to fight or pay him, but i dont have enough gold. When I try to pay he calls me a cheat and attacks me.

I've tried to kill him, but apparently I can't cause him damage, and one shot from him deals 220 odd damage.

Is there a level requirement to dust this thug? (I eventually reloaded from a farther back point, but this guy was a huge pain in the ass)
