Do i need 3 rune stones to brand a silver sword)?

Cant get blacksmiths to brand the rune stones into my silver sword they will only forge a steel one for me.

Yes, you will need three rune stones to be able to get a new silver sword from a blacksmith, just as you need 3 pieces of ore for the steel sword.
