I'll sum it up pretty quickly: underwhelming, small, downgraded, Sims 2, featureless. I give it a 4 simply because the game has "4" in its name. You're way better off playing the Sims 2 or the Sims 3. Hell, I'd take any of my old GBA Sims games over this.
Having never played the game though, I can't say that for sure. In fact, I'd probably enjoy the game.
