Why is the flute not working?

I'm trying to use it to reveal the staircases that lead to the heart pieces, and nothing's happening on either of them! I just get that stupid tornado. What am I doing wrong?

In the first quest, none of the Heart Pieces require the Flute to access them. Two require bombs, one requires flame (candle or wand), one requires the stepladder and one requires the raft.
In the second quest, iirc two require the Flute.

    The only things I can think of is you're either not on the second quest, or you're not on the correct screen. I'd guess it's the first one.
