With a larger selection of characters, better graphics and interesting story, KOF MI2/2006 is so far the best.

User Rating: 9 | King of Fighters: Maximum Impact 2 PS2
King of Fighters 2006/Maximum Impact 2 is the sequel to Maximum Impact and is possibly the 13th installment in the series. The game contains a huge selection of 38 characters (24 characters to begin with) which includes Alba & Soiree Meira from King of Fighters: Maximum Impact, Kyo Kusanagi, Terry Bogard, Ryo Sakazaki, Rock Howard, Lien Neville and more. Plus 3 new characters have entered the frey. One of the new characters is called Nagase, a female assassin hired by "Addes" with similar moves to Hanzo Hattori from Samurai Showdown. Next up, Luise Meyrink, a mysterious woman who seems to know something about Alba & Meira. Finally, there's Jivatma, the boss of the game, and the inhuman leader of a mysterious sub-syndicate called "Kusiel." Also, a few unlockable characters such as Geese Howard from Fatal Fury, Fiolina Germi from Metal Slug 2 and Hanzo Hattori. The game now has a "Dodge and Parry System," so players can now dodge lethal attacks, or repel them and strike back. Plus, a new challenge mode has been added with more missions than ever. Missions which require you to perform certain tasks (e.g. knock your opponent down several times, survive until the time runs out, collect the coins, defeat the enemy under certain conditions, etc.) or other missions like beating the crap out of a car, taking on a Metal Slug with your bare hands and bushing a steamroller off the edge. You also get to play a new mode called "Quest Survival" which is a type of Survival Mode only with a few RPG elements. After each round you passed, you earn bonus points. Before the next round, you can spend those bonus points on several items. (e.g. extra time, extra strength, extra health, extra power gauges) On every 10th round, you face opponents with sometimes overwhelming strength, so it's a good idea to save your bonus points for that round. To summarize, King of Fighters: Maximum Impact 2 is the ultimate KOF 3D game. With a huge selection of characters, improved graphics, and interesting storylines, there's not much chance that another KOF game can beat it.
