Pretty sure she doesn't exist in game. Probably just at Beta stage when that picture was taken.
Speaking of removal, remember how we were supposed to get a shout that created a "phantom clone" that distracted enemies? It's still in the games files so PC players can get it.
Well anyway, I guess they replaced it with the lame ass Throw Voice shout. A phantom clone would've been cooler >.>

First time I've ever heard of this. I know they have voice files for the character to use the Shout the Greybeards used. The one where they summoned a target for you to test your Fus Ro on.
The shout used by the Greybeards to create ethereal target practice dummies for your shout practice is called Phantom Form‎. Its words of power are "Fiik Lo Sah", which is translated as "Mirror Deceive Phantom". It is another shout unavailable to you. However, it can be unlocked using the console command psb. The shout was apparently intended to be usable by the player, as it is voiced for all races.

Developers change their minds about a lot of things. Did you see the screens of the early perk trees? They were based on the birthsign constellations, or something. It was really weird.
