before the end of the month FOR SURE its just going through proccess now. Its out in a couple weeks.

Not for sure, depends if it passes the certification process and how long Microsoft/Sony take with them. Also depends on how well the 1.9 beta went which doesn't seem to have any issues. If everything goes ok it should be by the end of the month. If not then who knows.
