Their level locks when you first enter the dungeon?

    From UESP:

""Various aspects of the game are leveled. This means that as your character increases in level, some enemies become more challenging but also the quality of the items you find becomes better. However, the leveling system in Skyrim has been altered from that used in Oblivion, in response to criticisms of Oblivion's leveling system.

Different locations in Skyrim have different inherent difficulties. In other words, some dungeons are designed to be too difficult for low-level characters to enter. More challenging dungeons are generally located at higher elevations, meaning that early in the game, players may want to avoid mountainous regions. However, more difficult dungeons contain better rewards. In addition, some high-quality items can be randomly found even early in the game.

The level of a given dungeon is fixed the first time you enter it. Therefore, places that you enter early in the game will always contain relatively weak enemies, even if you return to the same dungeon at the end of the game.

In addition, all leveled enemies are generated more like leveled creatures in Fallout. For example, Bandit NPCs are always a fixed level for their name (Bandits are level 1, Bandit Thugs are level 9, Bandit Highwaymen are level 14, etc). The player's level affects the range of possible bandit types generated within a bandit dungeon, and probably the frequency, but does not seem to affect the resulting stats except in a few rare cases. Lower variant bandits remain reasonably common even when more dangerous bandits are available.

Enemy types also seem to reach a plateau where they stop getting stronger. The strongest bandits (non-boss) are mid-20s. The strongest generic vampire is 54, and guards seem to stop scaling at 50. This implies that the difficulty of many areas will not increase beyond certain levels, except perhaps in frequency of difficult encounters. In other words, dungeons have a level range, where if you do not meet the level requirement, you will face the lowest range of the dungeon. For instance, if a dungeon is ranged from level 15 to 25, and you are level 10, you will face creatures in the dungeon scaled at level 15.""

Now I can understand how different dungeons have different level ranges, and I can understand how different enemys have different level ranges.

But if they lock in when you first enter the dungeon then it is as though they don't level with you.

Making me feel all OCD and stuff >:/

    It is wrong or misunderstood.

As long as you clear the dungeon the new enemies will spawn (takes 30days to reset) at your new level when you walk in. I have never half cleared a place and waited for it to reset, so I don't know if it will respawn new in those conditions.

So after they respawn they will be a higher level? i know this works for enemys outside. but the enemys do reach the level range max? like i go to embershard mine at level 5, clear it, come back at level 12, and they will be level 10? (the locations level range is 5-10, or 1-10)

This is from a complaint in Oblivion.

People would enter some old fort or something, and it would be filled with say ghosts. They would get their a**es handed to them because they were such a low level.

They would wait and level up several levels and assume they would be able to take on that old dungeon.

However, those now easy ghosts have also leveled up; and they are now Gloom Wraiths. The player get's their a** handed to them again.

And this was every dungeon. there weren't level ranges 1-5 easy dungeons; and 17-23 hard dungeons. every dungeon was dependent on your current level.

Curses... well i don`t mind the level ranges between enemys and locations, but i do mind that the level locks when you enter the dungeon. but if keysmash is right that the next time i go there (after it is CLEARED) then they should also level up?

    I don't know. I haven't tested it.

Did you clear the mine south of Riverwood when you went there at level 1 or 2? an easy way to tell is to go there again several levels later.

If it is full of bandits and one slightly higher level bandit; level locked permanently
If it has Bandit marauders and other higher level bandits; it's level increased.

Yes i cleared embershard mine at level 5. the level minimum is level 6 ( im using the official guide and i assume the level min. is the the same as recommended levle) and the level max is level 10. so when i entered they should be level 6. and bandit thugs should start showing up at level 9. so later when i return i will see if there are any outlaws/thugs. if not then it is permanatly locked and i will regret dungeon delving at lower levels

Don't regret it. There are many dungeons (Specifically some barrows and dwemer ruins, and much more) whose minimum level ensures that they will be a challenge even at high levels. Some dungeons are designed to be a low-level dungeon for one to get to grips with the game, while others are there for when you level up.

Even if they didn't, the overworld always levels with you.
