So while we agree that the Dragonborn is truly the cause for either side to win...
No. The Dragonborn's intervention will result in a significantly more rapid victory for either side (depending on the faction he/she chooses to side with). It will only change which side is going to win if the Dragonborn sides with the Stormcloaks.
Without the Dragonborn's intervention, the Empire will win (they don't even have to do anything major - attrition will do it for them - but they can launch a major offensive if they so desire). I would estimate a couple of months for the Stormcloaks at the most based on available resources. It could be a bit more, it could be a bit less. Tullius, however, is in clear control of the tactical side of the war.

Even if what you say is the truth, you said it yourself the Dominion would indirectly aid Ulfric until they know they could win the war with the empire. If we must consider who is the greater general, who exactly is the one that has the dominion in the back of their mind?

Being smart is a being a coward. Being practical is not cowardice it is knowing when you can win and its better for everyone. Stormcloaks win short term Skyrims happy long term taken over by the Dominion Talos is outlawed again. Empire wins short term some people are upset long term the Dominion could be defeated a Talos worship is allowed and everyone is happy.

Except that's not what I said. I said there is a
chance that they would start giving indirect aid to the Stormcloaks. The only evidence for it is in Elenwen's dossier and the Thalmor coming to Helgen to try and delay Ulfric's execution (giving them a chance to have him escape later on, which Tullius overrode).

Why is Ulfric a better general?
well tullius has a fully trained and supplied imperial legion at his command.
ulfric has a rebellion, while having lots of ex-legion vets, is still largely consisted of commoners
being so successful with so little is an obvious note of his skill and leadership, wouldnt you say?
