Every time I use summon spells.. it takes like 8 to 10 tries just summon anything... Is this one of Skyrims many bugs, or am I doing somthing wrong?

Well any additional details would help.
I'll get the obvious out of the way.
Make sure you have enough magicka to cast the spell, if it makes a noise and doesn't summon, you don't have enough.
Make sure the cursor onscreen (if turned on) is white and not orange. If it is orange you can't summon something that far way so aim on the ground closer to your position.
If you have the attronach stone and/or perk I believe that summoning is glitched so as to give you magicka instead. (google or visit UESP or any wiki to find out more)
Other suggestions:
Uninstall and reinstall game data (follow VT-14's FAQ)
If none of those help I don't know what else to tell you.

I can explain.
that stone (and some other things) have the absorbe magic affect.
a summon is cast on yourself.
you are absorbing your own spell.

is the stone and the perk if you have it, like they said
you are a conjurer? use the lord stone is very helpful for any build, & if im not mistaken you still can use bound weapons even with 100%

I would guess absorption as well. The stone and the perk combined give you 70% absorption so 7/10 times your summons will be absorbed. Raised dead aren't affected so you can still benefit from Conjuration.
