Stormcloak questline glitch (SPOILERS)

So, after taking out Whiterun and reporting back to Ulfric, he tells me to go to the Falkreath Camp and talk to Galmar and he has nothing to say that pushes the quest forward. The icon is on him telling me to talk to him, and he's suppose to give me further orders, but the only options I get are why did he join and something else that's irrelevant.

Any suggestions?

1-Save, make him attack you, reload.

Or

2- fast travel away, wait a week in your home. Walk (no fast travel) there.

3- chase him around clicking on him till it works.

Funny you say that because right as I posted this, I attacked him for kicks and then shut off the game, uninstalled and reinstalled the game, went back and it worked.
