Is it normal that i find it hard to hit opponents with firebolt?

    unless they keep still?

    I always have to rely on flames on the very last seconds because i cast firebolts a few times and miss and the melee guy is closing on me and i need to switch or he chop my head off.

    Thats also a problem when fighting dragons as well. Im lvl 6 and using better magics and apocalypse spells.

    you need to learn to lead targets instead of casting at them where they are standing that very second i mean...the spells dont home in afterall

    aim at the floor infront of their feet, that way if you don't hit them, the splash damage will.

    Lvl 6 might be your problem regarding fighting dragons. As #2 said, shoot ahead of where your target is running. If you aim directly at them it'll miss because they will have moved.

    Honestly a video of you doing a fight would be best for anyone helping you.

    Does it seems like they are dodging it like ninjas? Because they are still doing it to me with arrows and I recall them doing with my icy spear magic too.

    Fire Bolt has no splash damage.

    You're thinking of Fireball.

    Arrows have homing if you release the arrow and the crosshair detects that you're pointing at an enemy (which have large hitboxes). It's kinda unfair and unbalanced. You'll have harder time aiming at heads, and killcams will mostly consist of arrows to the chest.

    i only seen it on youtube for the mod weekly looked like a rehash of borderlands guns

    It might be possible to use fire salts as gun powder now that I think about it.

    Before that meme really took off, I always found it more entertaining to aim for the knees when I used arrows.

    theres an ini setting that you can use to turn off homing. i think it's fmagnestism something in skyrim ini

    Even if you do that, there will still be some auto-aim.

    To completely get rid of it, you need a mod.

    Lore-wise, I think it's more the need. Or lack thereof.

    Literally anyone can go to a mage and learn how to cast a spell. The desire isn't always there, but still. Why invent a gun when it would be redundant?

    Seriously, lightning bolt > guns. You have effectively infinite ammo (just not all at once) and it travels faster than a bullet. Nords of Skyrim, who have abandoned their once proud use of magic (or as they called it, the Clever Craft or some such) and now fear it with superstitious prejudice, would most likely view guns in the same vein as magic.

    Magic has effectively replaced technology in Tamriel.
