There's a perk in the FO:NV add-on Old World Blues that allows you to slow time. With proper perk investment you can have time continuously slowed for like 4 minutes.

i chose courier. dragonborn has some cool tricks, but courier has a better arsenal so he barely wins because of that. if they decided to bring friends it would be close match between courier with boon and lone wanderer with fawkes. the dragonborn's companions suck in comparison

So can the Dragonborn with arrows. And a Thu'um travels you know. Whirlwind sprint to close distance, fear, invisibility potions, Dragonborn is just way to OP for Fallout characters. Not to mention with Mehrunes Razor can one shot vault boy/girl.
