Rolling back to Catalyst 11.2 has fixed all the problems the game was having for me and a few other people, game now runs perfect, so glad too as it was driving me mad, hope it works for others as i was sick of playing in windows mode.

Install RivaTuner and limit your fps to 60. There you go. No need to roll back any driver.

Skyrim FPS Limiter completely eliminated any stutter for me just by limiting the advanced frame rendering. Didn't even touch the FPS part, just set it to only render 1 frame at a time and boom, solid game.

FPS Limiter did nothing, at all.

This version of AMD catalyst fixed the problems completely, the game runs perfect and i couldn't be happier.
