Why is it that the Staff of Worms revives guards, and...?

...said guards act like they didn't die, and don't become your indentured slave like all others I use it on, but rather, attack me with the living guards?

Or, putting it another way, because Bethesda can't program. There's a reason Skull of Corruption can't clone 'em.
