I believe you can get bear pelts by killing the bears ..
-
You can probably find some in shops.
-
find one and just use the duplication glitch with two scrolls (Have 2 scrolls that are the same or more and tap thre scrolls twice and then drop the item you want to duplicate and you'll get more
-
When you get to a higher level, 10 - 20, bears will start appearing as your enemies. Kill them, and you get a bear pelt. There are two different kinds of bears, a black bear, and a grizzly. They both give you a bear belt.
-
Try walking from one town to another or wander around in forests. One or more will pop up.
-
The closer you get to level 10 11 or higher, you're guaranteed to find a bear if you fast travel to to north gate of chorrol. when you get there, exit through the gate and when you get outside the city follow the road until it splits and one goes left and the other right. there should be a bear near there.
-
Use the shops, it takes way too long to go around and kill 20 bears. Also you can no longer you the glitch above, it was fixed last June.
-
Umm well kill bears.....
-
The glitch still works don't listen to kainrules.
-
Find them in most shops and when your a certain level. I found mine while i was running around The Great Forest area.
-
The armorer in Bruma has a cabinet on the first floor, it has 5 bear pelts that (should) respawn every day.
-
If you are at least level 10, you can find bears in the wilderness that you can kill and loot for bear pelts. They are also found in a few shops (I believe Jensine's Good As New Merchandise in the Imperial City Market District sells them). The glitch for copying items does still work. Just press A on the scrolls in your inventory (on the 360) and then drop the bear pelts. They will clone and you will get more pelts. (the cloning glitch that was fixed was the bow and arrow strategy, scrolls still work).

i would like to point out to BlackKalico there is also a brown bear and i would find a bear pelt and duplicate it
-

After the beast is dead loot the corpse. -
If you dont want to train and level for the bears to start pop'in up you could go th the hammer & axe in bruma and he has 5 bear pelts that regenerate every few days
-
The general store(run by the argonian) in chorrol has bear pelts the scroll duplication glitch still works they didn't update it and get rid of it so buy it from the store and duplicate
-
The Black Bear is a weaker version of the Brown Bear, commonly found in the Jerall Mountains and other mountainous areas.Brown Bear a rather strong type of bear that can be found around Kvatch and Skingrad.
-
You get it from a bear.... just keep walking around in the forest and sooner or later you will find one..... Or you can go to every store that will probably sell it and try to buy it.
-
Kill a Brown Bear or Black Bear, sometimes you can find them on Goblins or in a store.
-
Well back your bags, get lots of health potions, your strongest eqiupment, and when you have everything you need set a map marker in the mountains. When you get there search high and low, under rocks, above trees, and behind you until you have enough bear pelts to return with your honor.
