To all those having problems, are your ports open for your static ip? If your static ip is something like 192.168.1.15, port 31337 should be open for static ip 192.168.1.15, not 192.168.1.1
Also both TCP and UDP ports need to be open. I don't mean to imply anyone's stupid but it's easily forgotten. I can't even find the FAQ page that originally mentioned the other networks needing to be disabled now. It's annoying because I wanted to scour it to see if there was more info.
EDIT: Found it, and yeah the only oddity is the multiple networks thing, so if that wasn't your issue then I'm stumped.

You are not always connected, unless your computer never turns off. The moment your computer stops communicating with the router, the router says, "Okay, this client has disconnected. I'll retain the address for a set amount of time, but if he doesn't reconnect by then, I'm freeing the address, and he'll get the lowest available address." Lowest being the last digits in an address (192.168.1.XXX). So you could wind up with the same address, but there's no assurance. It would be very safe to go ahead and give yourself a Static IP.
Well my computer is always on. I have another problem though. I did the port forwarding and everything, when I check the TCP port on PortChecker without running Terraria it's open, the second I try hosting a server, it closes.

i would check if 31337 was open and then a port checker would tell me that it's still closed even though i've enabled port forwarding on it already. :/

Are you sure both UDP and TCP is open for the port?
Are you sure that the port is open for your specific Static IP, and not your external/internal IP?
Have you tried running a server even though the port checker says it's closed?

Whenever I try to connect to the server I made it tells me:

Anyone have any ideas?
I am having the same issue. I am trying to run the server from my desktop which only has a land line connection to my router. I have done all the port fowarding and set up a static IP and everything. There was mention of disabling other networks, but my desktop isn't set-up to connect wirelessly and the only connection is through a land line. Having roommates who connect to my router shouldn't be a problem should it?
Any more ideas to solving this issue?

Are you sure both UDP and TCP is open for the port?
yep, checked it through windows firewall. made a rule to allow port 7777 connections for both TCP and UDP.
Are you sure that the port is open for your specific Static IP, and not your external/internal IP?
yep, the ip address i used is the one i found in ipconfig in the command shell.
Have you tried running a server even though the port checker says it's closed?
yep, it was a no go. port checker still says they can't ping my router.
*do i have to be connected to the ethernet wire for it to work? can you host in wireless?

You know, if you use something like dyndns.org, you don't actually need a static IP. You can just download their updater, and whenever your IP changes it'll automatically register the new IP to your dyndns account. Then you can just give people an url like awesometerrariaserver.dyndns.org and never worry about your actual IP. Food for thought. Still need to properly configure your ports and firewall though.

I've forwarded port 7777 on both UDP and TCP but I can't ping the server. I know it's not a problem with the firewall because I turned it off just in case... I've got a static IP as well, so it can't be that.
