Did they go out of their way to make abilities/skill/items useless?

Stagger - animation freezes me in the animation long enough
for the enemy to recover and we are back where
we started.
Shadow - Dissapear in a puff of smoke behind an enemy, but
the enemy just turns around as if he knew all along
giving you no advantage.
Badger - This uses the same button as clinging to a wall while
crouching causing you to crash into the wall and alert
everyone.
Disguise as enemy - This is great, but I can't perform a stealth
kill and have to wait for the timer to run
out making it a bit useless.
Every time I unlock something I get excited to try it, only to find
its useless.

Yeah. I am enjoying the game as it is.
I was just really excited to see all the skill/moves etc that could be unlocked
but alot of them are just bogus.
Another one to add to the list is the ability to lure enemies with your
voice. It does not lure them at all....they just look sode to side and
don't move.
Cling to the ceiling had the potential to be cool, but the fact that I just end up falling
on my ass ruins it. Taking my time and setting up a kill is fun, I don't want to be rushed.

Actually, I use the voice skill a lot. It's only sometimes where the enemy just looks and not moves. I would say 1 out of 10 times it happens to me. The other times the enemy will always come to me as far as they can, since they can only go into a straight line and they can't have anything in their path. Hope that made sense, lol.
And the clinging to the ceiling has only failed me once, and that is because I just was on the ceiling for way too long. You gotta watch your timing and whatnot, then you can use some skills very masterfully

I do hate that badger removes the whole "peer against a wall" feature, but in all reality you really don't need it because you can just move your camera and still look around.
All in all, I pretty much only use those three skills above. Oh, and sight too. I don't really rely on those combo skills simply because there is only two fights that you really have to FIGHT in the whole game. The rest you can just SK, which I do. (I like stealth over fighting lol.)
I hope you don't think I'm all defending this game, it's just my opinion :3

I enjoy this for what is is, despite the bogus skills etc.
I was just really excited and the sheer amount of skills/abilties items etc available.
Then one after the other they just don't work. It is very disappointing.
But, now that I know I am just getting on with it and not worrying about the other stuff and
I'm enjoying it. I would be pretty gutted if I payed full price, but I got for cheap in the
bargain bin.

What is so special about badger 3?
The fact the fact equiping the badger skill means

You almost always get more points for Normal Killing bosses instead of Stealth Killing them. Early levels, you might break even from Mayhem Time + loss of unspotted bonus, if you're slow in the fight. But later levels, boss Normal Kills are worth way more. And I'm not sure what triggers it, but I've fought bosses bloody and still gotten the unseen bonus.
(Likewise, you get a massive bonus for clearing a stage with ALL Normal Kills. It's interesting to try something different now and then.)

Badger 3 is quick enough that you can run right at someone's face and still get a stealth kill. You can cover a looooot of ground very quickly. With Feet 3, you're blitzing across the map, a silent, smiting, lightning bolt.
Still though, all I need is my sword. Stand up in a bush, draw sword, wait for someone far off to spot you, then sheath it and crouch in the bush. Easy stealth kill. I don't see B-Sword as an advantageous item.
