Why was there no 4 player ability?

Now, onto Teenage Mutant Ninja Turtles 3: The Manhattan Project this is the 3rd in the series of the TMNT games for the NES and I'll be honest because if you know me I am honest with everything. This game even though it was good to me felt like it was a step back from the Previous game of TMNT 2: The Arcade Game. Granted they added new areas and new bosses. Along with some special Power attacks but this is basically a clone of the previous game. Albeit a nice clone, This game starts off with the Shredder kidnapping April and lifting Manhattan into the sky with a challenge that if they want him to come and get him. So of course you know they will. This game has some new enemies but I'll be honest it's over 10 years and I don't remember the names of them. This game is sold I'll admit it doesn't have that many errors that I remembered but the one thing I wanted they never did. I wanted a four player ability but they decided to keep it at two. I don't get it there are 4 turtles why do they only let us play as 2 It's stupid and it's because of this the game loses some points. Out of the 3 this is a nice game It isn't as nice as the one before it though. and for these problems it gets a 8.5 out of 10. This game was made before the ESRB so there was no rating. So for a final game of the storyline for the NES this is a good game. So if you see it I suggest you play it.
