Reset Achievements?

Is there a command to reset your TF2 achievements?
And if so, can you still get the prize weapon for the certain milestone you get once again?

No to both.

But you can still get unlockables via random drops.

there is a way to reset the achievements that are still in progress, which is just reset your stats, but you can't reset the completed achievements

You can still get Gibus. I've seen people get it as a random drop a few times.

There is a third party program that allows you to lock and unlock achievements and even change stats on Steam, but it's against the Steam Terms of Service to use. It's near impossible for Valve to catch you using it though, so it's not too risky. Also, achievements that have been relocked but are progress type achievements will be maxed out already, so you need to reset stats to re-earn them or use the program's built in stat manager.

Re-earning achievements that give items (Milestones, Ghastly Gibus Grab, Candy Coroner) will not give you another item.
