How do I acquire Patty Mystic arte?

All my character except her have their skill to use their Hi-Ougi, except her.

I would like to know what to do to get her Roulette Hi-Ougi.

You need to get her weapon Capria. Don't recall how to get it though.

I believe you purchase it at the shop in Zaphias.
