Why doesn't the Yu Liberte equipment shop sell the rune blade?

I see that it sells the rune dualblade but not the regular one for Asbel. My friend was able to purchase this item right upon entry into Yu Liberte but I cannot.

The more stamps you get from purchasing/selling items, the more stock the item/equipment vendors will sell. He probably doesn't have the rune blade cause you don't have enough stamps. Keep buying/selling and it will eventually pop up ^^

Each shop in Strata has two of the rune weapons and each is different. The sword is in Oul Raye.
