As far as i know its not possible to get him at this point.
I am unsure whether its bugged, taken out or otherwise stripped from the game though. -
He was taken out, but is apparently coming back in future content

Rumored at least to be coming in patch 1.3 (Patch 1.2 was released early April, it's right now middle of May to give an idea).
