It is said that in most cases Grox don't return to re-colonize planets they've lost. However, I've heard that a few exceptions have been found rarely.
If you really don't want the Grox to return to a system you kicked them out of, just terraform the planet they were originally on. Grox can only survive on T0 planets, so the moment you terraform it you near-permanently eliminate any possibility of Grox return, since the Grox don't actually de-terraform planets.
