Konrad decided to stay behind and "keep peace" in the city. Meaning shelter and water rationing. But somebody must have massacred and torture all those civilians and soldiers you see throughout the game.
That was the reason CIA was send out there; to cover up the atrocities committed by the us army.
Did the 33rd turn on itself? Half committed to protect the civilians, half to rule Dubai? Who else would kill all the refuges and soldiers before CIA or Walker arrived? And who hanged all those soldiers on the lampposts? I don't take that "it was all in Walker's head" explanation, because at the end we see some flashbacks of what actually happened. One of them being Walker making the decision which criminal to kill at the bridge (water-thief or soldier), and in that flashback he's looking at 2 dead bodies hanging from the bridge.. so if those two were real I assume all the other were real as well.
I'm also confused with the whole idea that 33rd were the good guys. What about the part when they're killing civilians while interrogating Gould? It would make more sense if that scene ended while the soldier shoots the machine gun next to the woman's head, but few seconds later we watch an actual execution. So 33rd is killing civilians to make CIA talk so that they can save civilians? Yeah right...
PS. Is it possible to save both of those guys hanging from the bridge; I can shoot one; shoot the rope/s and they get killed; shoot 2 snipers but the other 2 kill the guys right away. Is it possible to kill all the snipers before the shoot the hanging men?
