Where can I find Starbase?

In Entrenchment? There's a new cruiser for the TEC and Advent, TEC is called an Constructor or something, looks like the bottom of a bubble shield from Halo 3, Advent I can't be bothered to remember the name but it reminds me of the Alien head from the Alien films. Build one, and use its ability, place the structure like any other, and the cruiser will build it, being consumed in the process. The ability uses resources, too, but surprisingly little, like a third of a capital ship, I think. I haven't played the Vasari yet in Entrenchment, but I know their colony ship also builds their starbase. I think there's an upgrade for it to do so in the Vasari Defense research tree....
