Did politician Herman Cain possibly get the idea for his 9-9-9 plan from the video game SimCity 4?

Anyone else notice that the music they used is from Command and Conquer Generals? Or am I the only one nerdy enough? :P I do miss SC4 though, if only they still made games like they used to -for enjoyment rather than profit.
@Goyoshi12 I would prefer simcity 5 to the sims 3. SimCity 4 is so old that you can make your sims from the original sims game citizens of your city. Its about time EA made a proper sequel to sim city 4 and stopped milking the sims franchise with butt loads of expansion packs. At least TS3: Pets doesn't require any of the other expansion packs to play.
