Missing Girl Ribbons

I found the pier where the the Missing Girl/ribbons quest ends. But my journal won't update and I didn't get credit for finding it. I may have skipped a few points in the side quest- I found the papers that start it, a yellow ribbon at the beginning, and I saw ribbons here and there, until I eventually found the pier. do I need to do them all in order or something?

Follow Lansdale Ave north. As you cross Brite St, search the intersections northwest corner to find a yellow ribbon tied to a lamp post. Collect the Mystery item "Mothers Note" from the lunchbox on the ground.
