I will keep it simple here with a pros and cons review.

Pros:
* Content-so many cars to steal and people to shoot, tons of activities and ways to pass the time.
* Improved shooting mechanics from SR2-While not great, the aiming is more precise and shootouts feel more like a 3rd person shooter than a sandbox game pretending to be one. The amount of hand-to-hand kill animations are also a definite plus.
* Comedy- Laugh out loud comedy is everywhere to be seen. Funny diagogue, billboards, weapons, cutscenes. The creators don't take themselves seriously at all and this is a good thing.
* Customization- From the create-a-character, to the modding of cars, to the choice of ninjas over bikers for your gang, to the style and color of clothes, This game has more customization than any non-RPG I have ever played.
* Over-the-top combat- Particularly in the main storyline, the quests involve pleasant diversions from the "kill everyone and drive away" theme of most open world quests.

Cons:
* Sub-par graphics- the game doesn't look bad, but it will be inevitably compared to GTAIV, which looked much, much better. Understandable that they would cut corners since there is so much customization.
* Lacking story-there's a story, but who cares? The 2nd saints had a great "nobody to somebody" tale that was much more involved. I actually cared about my gang members, in this one they can all die and I'd feel nothing. Also, you are already super famous and successful, so robbing convenient stores and
buying shops feels pointless.
* Combat- bear with me. While the combat is improved, it still isn't polished. Lack of a cover system hurts this game the most. Run-n-gun tactics are fun but for so long.
