How do I beat the chainsaw guy?

Early on when your weapons are still pretty weak there isn't much you can do other than to keep shooting him. If there are no other enemies around, shoot him in the head or legs till he's stunned, then run up to him and kick him down. While he's down knife him a few times, then repeat the process after he gets up again.
If there are other enemies around, use a hand grenade or incendiary grenade if you have one. That should kill all the regular enemies and it will knock down Dr. Sal (the chainsaw dude) allowing you to knife or shoot him while he's down.
And in case you didn't know, there's a shotgun hanging on the wall at the top of the steps in the 2-story house on the left (as well as some shotgun shells on the bed upstairs).

If you are in the part of the village where you find the policeman burning, you don't need to fight Dr. Salvador, you can skip him by not entering the house with the shotgun (the only house that has a door opened, which triggers a cutscene) and by not going to the northeast door. Just kill enough ganados until the cutscene where they go to the church starts.

When you go into the building where the chainsaw guy comes go upstairs and in a smashable window cabinet there will be a frag grenade or a shotgun(randoms). once you have took whatevers there stand right next to the cabinet and you should have a good vantage point over all of the entrance points. When the chainsaw guy comes through the window throw a frag grenade and knock him down. Then go up to him and blast him with your shotgun about 5 times and he should die.

U no need to fight him in the village, run toward to the village, open the first door of the house u see on ur right. ( A house with a room has a lock on it. Use ur handgun to shoot on the door 2 hits then start to knife all the villagers. With this trick, u can knife all the villagers without taking damge.

There are 2 chainsaw guys in the village. The first one you can skip. But if you would like to kill both for the money then use one of your hand grenade on the first chainsaw guy (you should got from one of the crows near the first save typewriter) and while he is on the floor after the explosion spam your handgun bullets on to his head + body and continue until he gets back up, keep on shooting his head and kick him whenever he get stunned and you should get a very easy kill. The second chainsaw guy should be way easier since you got another hand grenade and the shotgun from the house. Keep on blasting him away with the shotgun then reload. RELOADING IS THE KEY. DO NOT reload when he is right next to you. Only reload when he is down or is far away. If you are talking about the chainsaws in the mines in chapter 4 then I have no other advice other than shotgun AWAY. you should have a striker with decent upgrades by then so it shouldn't be much of a problem.
