I always had a hunch that it was basically Saddler referring to the horror film It without realizing, and then Leon saying that sentence because the movie would have presumably come out when he was a senior in either highschool or college.
This masterpiece of a game wasn't known for its writing, but I guess that's why I felt like bringing it up. It always seemed like a nonsensical thing to have been said, but when I think about it, that's the only thing it could've meant, no?
Anyone agree, disagree?

Nah, a "senior moment" is when you have a lapse of memory, like a senior citizen would. (Thanks, urban dictionary.)
Leon thinks Saddler has forgotten U-3's name, so he makes fun of him:
Saddler: Ah! I have an idea. While you're here, why don't I introduce you to "It"? "It" will keep you busy.
Leon: Forgot the name, eh? A senior moment, perhaps?
Now that you mention it, I think it's one of the funniest quotes of the game, next to: "Hey, it's that dog!" XD
