Where can I find the key to Old Olney Powerworks?

While on my usual Deathclaw hunting excursion I ran across a manhole leading down to the Old Olney Powerworks, I ran across
something similar down in the sewers except it was a ladder. Both are locked and "Requires Key". Where is the key it refers too?
