Is there a way to use cheats without having to complete the game?

Well you can use cheat devices like Gameshark and/or Action Replay. They have some codes for having all the levels open to have the cheats which is the only way to actually have those cheats is to have them unlocked with five star ranking. without them you MUST have the levels unlocked in order to be able to use them. Though you lose the save function which i guess doesnt matter cuz you can veat the game in like 2 hrs or less.
