I'm pretty sure the difference here is that Final Fantasy XIV was never officially announced for Xbox 360. It was rumoured to be in developement and the developers did say they were exploring it as a platform, but it was ultimately dropped. Without ever having an official announcement of it's development for Xbox 360, having it listed on the site seems irrelevant and not to mention redundant.
Final Fantasy Agito XIII warrants listing as a canceled game because it was actually announced for mobile phones and was in development for it for quite some time before development was shifted to the PSP.

But on two of the articles I supplied, the producer stated that development has halted on the Xbox 360 version- which means they admitted to developing an Xbox 360 version of the game, but have now stopped and will only continue again if Microsoft finally agrees to having it on their system.
from what i remember most of the articles i have read they merely stated that they had commenced production of an Xbox 360 version which does not necessarily imply development. however, without an official announcement technically an Xbox 360 version of Final Fantasy XIV doesn't officially exist.
There are a lot of games that are in development without having been officially announced, such as Mirror's Edge 2, but since they have never been officially announced they haven't been added to the site because they technically do not exist yet. Adding Final Fantasy XIV as a canceled Xbox 360 game would be like adding Mirror's Edge 2 if it was theoretically canceled during development but had never actually been officially announced yet.
at this point an Xbox 360 version of Final Fantasy XIV is "officially" still just theory and speculation in the eyes of the gaming media.
another good example is the rumoured GoldenEye 007 HD port for Xbox Live which was apparently canceled during development, but we didn't actually really know about its existence until after it had already been axed on the cutting room floor, so it was never listed on the site. Final Fantasy XIV for Xbox 360 is pretty much in the same boat.
