ames, like any other products, are only considered "Bad" or "Good" relatively to every other game ever made. Developers only make games. They don't make them bad or good. The consumers dictate which ones are bad.
Even if all games were made just as good as the ones we consider good right now, we'd still end up considering about 20% of them as good, and the other 80% as bad.
And how much a game sells isn't only about how good it is, but also how well it's marketed.
