even if i had a pc that would run 4k i would still put the power allocation into things i think are more important like draw distance, particle effects, ground clutter, lighting, water effects and so on.

resolution is always the last thing i bump up after everything else has been maxed.

You might want to prioritize resolution more. If you don't run at the native resolution of your monitor, everything will look a lot blurrier.

I tried to jack a car by aiming my gun at the driver. The driver then decided to run me over instead, but my body flew on top of his car. I pressed R2 to see what would happen and  shot the him in the face while I was on the hood of the car. He died, so I stole the vehicle.

What the hell are you talking about? Your upload speed is not being used for downloads. Maybe your internet is just slow right now. Call your internet provider if this becomes a regular problem.

Performance really isn't good considering how old the engine is. Also the PC port is pretty bad imo. For example, there is no ways for friends to connect to your game, which really makes the game lose some of its appeal. Luckily the singleplayer is great, and I only paid $15 for the game.

4K will never be used for next-gen gaming. Maybe 9th gen. Even my $400 graphics card that is more than twice the power of a PS4 has terrible performance in 4K. 4K takes four times the processing power of 1080p, which the new consoles will barely be able to handle.
