Take EvE Online and mash it together with any number of 4x space empire games and make it a solo, offline game (add multiplayer if you want, but solo is also preferred).
The player, at the beginning of the game, commands only a single ship, training in skills over time (much like the EvE Online model), and can choose their path of jobs (again much in the same fashion as EvE Online).
While the player is not the Empire leader of any of the Empires of the 4x portion of the game, the player's impact directly relates to the empire's activities, much in the way the ships of the Empire leader affects the empire.
If the player's job is research, it has a direct impact on the Research tree (early on, perhaps a barely noticeable impact but later, after much training and experience, much more of an impact) and specific Research. If as a miner, the materials mined will impact ship/structure building, even Research, of the Empire. As combat pilot, clearly internal and external security for the Empire. As Explorer, scoping out new worlds, asteroid belts, etc for the Empire exploitation. Even for personal ownership, glory, recognition, etc.
Leadership in a variety of ways leads to management similar to the Empire level. Perhaps even leading to Empire leader, which creates the traditional 4x game system. Of course, whatever mess you helped to create is now your problem as Empire leader too. :)
I haven't seen a game like this. I've seen CLOSE, but not exact. Especially for the solo offline player. X3 and EvE Online are close, but they don't seem to directly impact the Empire from the player's actions. And being an online game, EvE Online tends to be a mess anyway.
True that as an offline game, there would be NPC pilots having effects on the Empire as well. That would probably make the programming and design a challenge.
Call it something like: 4X: Little Pilot In A Big Galaxy
