Arkham City. You won't regret it.
Out of your list, Skyrim edges out Gears 3. But I am also really looking forward to Batman Arkham City, Mass Effect 3, and Zelda.
Is there a game that you love that no one else seems to play?
For me it is Ghostbusters. It sold well and was decently popular, but I am pretty sure I am one of about 6 peope still logging onto XBox Live to play matches, and I am on my 5th playthrough right now. I guess I am just a fanboy who really enjoyed the original actors coming back to make a quality game.
While I like both, I think Fallout 3 is the superior game. Fallout 3's world felt more full, more interesting side stories, and had more places of interest. New Vegas lacked personality, and didn't have that hard to explain "it" factor. New Vegas is superior in terms of gameplay, such as weapons mods, survivalism, and hardcore mode. If those were incorporated into Fallout 3's world we would have the perfect Fallout game.
Just my two cents.
While user generated content would be great, I prefer the XBox controller to a mouse and keyboard any day. My PC is where I work, my XBox is where I play.
Gears 3, Elder Scrolls V, Batman: Arkham City, and L.A. Noire
Fallout 3, Halo: Reach, and hm.....it's a toss up among a lot of games, but right now I think I have to say Batman: Arkham Asylum.

Probably Batman: Arkham City, although Elder Scrolls Skyrim and Mass Effect 3 are up there too.
I don't mean to be that "I thought that was easy because I'm so awesome" guy, but I acutally thought MW2 was pretty easy as hardcore/veteran modes go. However, I could not bring myself to finish World at War on Vet. And Gears 1 on hardcore was ridiculous. Raam is one of the toughest bosses of this gen.
