There should be two stickers that say 175W on them, look through the grating to see if there is copper piping (there shouldnt be if its falcon) and it should say it by a certain team, forget the name though.
It's been quite a while ince i've played Oblivion, but from what i can remember, when you turn into a vampire, you have to feed on people to get stronger. When you start, the sunlight will hurt you very litte, or none at all. When you get stronger, you get new vampire spells/skills, but people become afraid of you, and you can only go out during the night, or else your health will go down, really fast. It depends on what your style of play is. If you just like being able to kill dudes, have full Daedric/glass/whatever, and don't mind only going out at night, than i don't really see any reason NOT to be a vamipre. But if you dont like this, then there is a quest you get from a priest in a cathedral (forget which city, sorry, its wherever the thiefs guild secret house thingy is). You need garlic, which I don't remember being easy to find, so keep it if you have it. Hope that this has helped.
