Just because some games don't have good AI it doesn't mean AI has stopped developing. Some arcade style games aren't meant to have good AI. For example, AI for Mario is pretty dumb, but the game is still very fun. But, I think the reason why AI hasn't improved much in games where a smart AI would benefit is that there's a lot less incentive to develop AI than developing other parts.
Also, keep this in mind that the best AI doesn't have to be able to beat humans all the time, not even most the time, but is able to mimic human characteristics, like being cheap, using unconventional tactics, and etc. For RTS the greatest problem with AIs is that they don't invent any new tactics nor change their tactics depending on the player.
Fine, but then there's a difference between "value" and "cost". I mean if we are comparing the price of buying something JUSt for games, then Console has a huge advantage. I mean XBOX elite costs around the same as the worst PC.
