Best turn based tactical game EVER is Jagged Alliance 2. Takes a while to learn and get used to, but as soon as you know whats what... you won't be able to put it down. Believe its available on Steam. Give it a try and let me know what you think.
My scariest game ever, would probably be F.E.A.R, The combination of adrenalin pumping Shooting, while that horrible little girl is breathing down your neck, very cool.
