I had a chat with the technical support for the desynchronized and choppy cut-scenes and...just have a read, it's for laughs really. In bold are the responses from the technical department.

I have no issue with the game itself - it runs perfectly fine - but the moment a cinematic begins to play everything goes to hell.

The audio plays perfectly, but the video framerate tanks. It doesn't skip frames, it just plays them incredibly slowly and jumpily. The audio ends up upwards of 15 seconds ahead in some cases, and once the audio ends, the video just stops and you're into the next mission start screen.

Disabling reverb did the trick...for about 5 seconds. Then the video starts lagging again. It seems than no matter what graphics quality I choose, the cutscenes quality remains the same (which is high). In WoL though that's not the case, so I know that it's not a problem of my PC but of the game.

Not sure if it's relevant but when a mission loads there is always streaming data, no matter how many times I play a mission.

All codecs and drivers are updated, fresh install of Starcraft 2, tried with audio off and graphics to low, used repair tool, everything is downloaded and WoL works fine.

This is a reply to the ticket you made about issues with cinematics in SC2.

Nice to see a graphics card that actually has up to date drivers, it's rarer than you might think. It would be interesting to know if you have tried this with no background applications and other programs running, as well as if you can temperature check the card and computer while this is happening, to be sure there's no problem there, as well.

Temperatures are ok.
I made a selective startup with no services or startup items running (except Micorsoft's) and still no difference. However making a diagnostic startup seems to make the trick, so the problem seems to be on a microsoft process. However I can't be sure since I have no audio as well, but the cinematics seem to run smoother and the subs appear just when the lips move :P.
But I don't know which processes I should run to have audio to make sure, so any advice would be appreciated.

Thank you for your ticket.

You want to make sure the Windows Audio and Windows Audio Endpoint Services are started this should give you sound

Press Windows key + r and type services.msc and press okay scroll down to windows audio and windows audio endpoint builder double click on each of the services and start them you should have sound then.

If you require any further help please let us know and we will do our best to help you.

No luck. If a start with only those services I still get no audio. If I try to start manually Windows Audio I get the following message "Error 1068: The dependency service or group failed to start"
Trying to start WAEB I get "Error 1722: The RPC server is unavailable" although it is running. Any thoughts?

Just to give you an update you also need Power service to be running to have audio. Anyway formatting and reinstalling Windows didn't change anything.
I managed to have audio with only these services running:
Application Information
DCOM Server Process Launcher
Group Policy Client
Multimedia Class Scheduler
Plug and Play
Power
Remote Procedure Call (RPC)
RPC Endpoint Mapper
User Profile Service
Windows Audio
Windows Audio Endpoint Builder

So the problem must be within one of them. I also tried with a normal boot with only Windows Audio and WAEB deactivated but the problem is there. So I guess the conflict is somewhere between the 9 remaining processes.
